HOWARD, of Middlebury [Addison County, Vermont], was born 29 May 1849 in Tunbridge [Orange County, Vermont], son of William Bickford and Louisa (CILLEY) HOWARD. Received his early education in the Springfield Wesleyan and Leland and Gray seminaries; entered Middlebury College, from which he graduated in the class of 1871. After leaving this institution he followed the profession of a teacher and at the same time studied law. In 1876 he was appointed principal of the State Normal School at Castleton [Rutland County, Vermont], and five years later began the practice of his profession in Fair Haven [Rutland County, Vermont]. In 1889 he received the appointment of professor of history and political science at Middlebury College. Always a strong Republican, he was sent to the state Senate from Rutland County in 1882. In this body he served as chairman of the special committee on amendments to the state constitution, and was also a member of those on federal relations, education, and the library. Shortly afterwards he was made U. S. Consul at Toronto Canada, and in 1892 received a similar appointment at Cardiff, Wales. He represented the town of Fair Haven in the Legislature of 1888, where he was chairman of the committee on elections and a member of that on the judiciary. Was educated in the Springfield Wesleyan and Leland and Gray Seminaries; at Middlebury College (class of 1871), and at Oxford University. Admitted to the bar in Wisconsin in 1873, and to the Vermont bar in 1878. Was principal of the State Normal School, Castleton [Rutland County, Vermont], 1876-1878; practiced law in Milwaukee [Milwaukee County], Wisconsin, 1873-1875; practiced law in Fair Haven [Rutland County, Vermont], 1881-1890; has been professor of political science and history at Middlebury College since 1889, and it's dean since 1909. Republican; was Senator from Rutland County, 1882. Was employed as U. S. Consul at Toronto, Ontario, Canada, 1883-1885; and at Cardiff, Wales, 1892-1893. Represented Fair Haven in the Vermont Legislature 1888; was normal school examiner, supervisor, and commissioner 1893-1908; and had been a member of the State Board of Education since 1908. Member of the Phi Beta Kappa and Delta Upsilon fraternities; American Society of International Law. In 1902 Mr. [Walter Eugene HOWARD] HOWARD married Maud A. STEVENS of Middlebury.
